There will be a new edition of the Laws published later in 2022. If available at the right time, there are numerous references to the Laws contained in the Regulations which will be updated. This may lead to minor changes in copy and layout.

Also there will be an attempt to integrate Bridging and Over 40's regulations into the complete playing regulations.

The CCC rule on this needs fixing but fundamentally they just wanted to make it like on TV in Test Cricket. i.e. a high bouncer over the batter's head is made a WIDE not a no ball as in Law 21.10.
Maybe we should have the same in QSDCA cricket?

A. End of Play on Day 1 (Reg 21.14)

WHAT'S THIS ABOUT?
Correct the QSDCA Regulation for wicket falling within a short time of stumps to be consistent with modern Laws of Cricket.

COMMENTS/DISCUSSION

This regulation is one of several which define the end of play on day 1 of two day matches. (See 21.13 through 21.17.)

The QSDCA Regulation says two minutes because the Laws of Cricket used to say two minutes was the gap allowed between fall of wickets.

Since 2017 this has been extended to 3 minutes and Law 12.5.2 now says this:

12.5 Completion of an over
Other than at the end of the match,
12.5.1 if the agreed time for an interval is reached during an over, the over shall be completed before the interval is taken, except as provided for in 12.5.2.
12.5.2 when less than 3 minutes remains before the time agreed for the next interval, the interval shall be taken immediately if

either a batter is dismissed or retires
or the players have occasion to leave the field

whether this occurs during an over or at the end of an over. Except at the end of an innings, if an over is thus interrupted it shall be completed on the resumption of play.



... which amounts to.. if a wicket falls within 3 minutes of stumps (and the minimum overs are complete) then it's stumps.

Also this Law applies at the tea interval...


The Laws have changed from 2 minutes to 3 minutes. It took us 5 years to notice. But it still needs to be fixed.

B. New Ball after 80 overs not 75 (Law 4.4 and Reg 21.19) 

 WHAT'S THIS ABOUT?

The QSDCA Playing regulation 21.19 allows a new ball after 75 overs.

The Laws of Cricket say new ball at 80 overs.

From The Laws of Cricket 2017 3rd ed (2022)

4.4 New ball in match of more than one day’s duration
In a match of more than one day’s duration, the captain of the fielding side may demand a new ball when the number of overs, excluding any part overs, bowled with the old one is equal to or greater than 80 overs. The umpire shall inform the other umpire and indicate to the batters and the scorers whenever a new ball is taken into play.


 DISCUSSION

This is not actually due to a mistake. It's a choice we made about 3 years back.

  • For several years the Subbies regulations said 'new ball after 80 overs'.
  • The Laws of Cricket in 2015 actually said 75. 
  • So in 2016 Subbies regs were changed to say 75.
  • The new Laws of Cricket came out in 2017. Among 50 dozen other changes, new ball went to 80 overs.
  • In 2019, a Notice of Motion to change back to 80 overs was defeated at the AGM. 
  • We stayed at new balls after 75 overs.

There is an argument in favour here which goes something like 75 overs for a new ball gives a bowling side a (small) chance of getting a new ball just before stumps on day 1 if they are struggling to bowl out a batting side... but I'm not sure this actually happens much.

In any case why is it 75 overs? Maybe 70 or 65 would make things more competitive? (Or expensive.…)

CCC has adopted new balls after 80 overs for their Playing Regulations.
New balls in QSDCA should be the SAME as the laws of cricket on this one.

It's nuts they're not.

C. Times for Drinks Breaks (Reg 32)

 WHAT’S THIS ABOUT?

Some umpires seem to adopt random and eccentric drinks times.

DISCUSSION

Add something to Reg 32 Drinks Breaks that specifies some times for breaks.

These could and should be more regular. eg. For a Sat arvo 1pm start take drinks at 2.10pm & 4.50pm OR 1.50pm & 2.40pm & 4.30pm & 5.15pm on a hotter day.

This idea might prompt some discussion about issues like safe maximum time between drinks breaks.

Also this might include some practical suggestions about how to adjust drinks breaks around innings breaks. eg. If there is an innings break within 30 minutes of a scheduled drinks break then skip the drinks break.

The problem that this causes is that there will be plenty of situations where any rule is gonna be wrong. So I’ll write it in a non-prescribed fashion….

Post AGM note: Given that a separate amendment has changed Regulation 21.1 and 21.2 to say Tea break in a two day match is now at either 2.30pm or 3pm (depending on start of play time) some adjustment of suggested Drinks breaks times is appropriate.

Here's what I think might work.

For Saturday Two Day Matches

32.8 Suggested times for drinks breaks are:

Saturday Two Day 12.30pm start: 1.30pm, 3.40pm, 4.35pm

On a hotter day: 1.10pm, 1.50pm, 3.40pm, 4.35pm

Saturday Two Day 1pm start: 2.00pm, 4.10pm, 5.05pm

On a hotter day: 1.40pm, 2.20pm, 4.10pm, 5.05pm

Suggested times for Drinks breaks for all other types of matches do not need changing.

32.9 If there is an innings change within 30 minutes of a drinks break then skip the drinks break.

32.10 A recommended safe maximum time between drinks breaks is 75 minutes however circumstances such as mild weather might cause this to be extended.

D. Simplify Super 20 Over Rate Penalties (Reg 25.5)


WHAT'S THIS ABOUT?

Over rate penalty runs in Super 20 cricket.

DISCUSSION

Is this rule that hard to understand? Well...

In one of the Super 20 grand finals this season the first innings was cut to 19 overs in fine weather.

Afterwards, some of the players said to me the umpires made a "time call", signalling confusion.
In any case of not getting 20 overs inside the 80 minutes, Reg 25.5.2 explicitly says "the full quota of overs will be bowled", then 6 penalty runs are added to the opponents score for each unstarted over.

So what happened? I'm unable to explain.

This regulation needs to be easier to understand and better known, I guess?

So here’s a new, easier version...

25.5 OVER-RATE PENALTIES

25.5 OVER-RATE PENALTY RUNS
25.5.1 All sides are expected to be in position to bowl the first ball of the last of their 20 overs within 80 minutes playing time.
A statement of expectation. Nice.

Tidy a couple of words.

25.5.1 Both teams are expected to be in position ready to bowl the first ball of the 20th over within 80 minutes playing time.
25.5.2 In the event of them failing to do so, the full quota of overs will be completed, and the batting side will be credited with 6 runs for every whole over that has not been bowled.
“Not been bowled” might lead some to think the last overs do not get bowled.. (which is wrong).

25.5.2 In the event of the bowling side failing to do so, the full 20 overs will be completed, and the batting side will be credited with 6 penalty runs for every whole over that has not been started.

An example is always useful.
25.5.2.1 For example: a bowling side which is bowling the 18th over when the innings time reaches 80 minutes will concede 12 penalty runs to the batting side at the end of the 20th over.
25.5.3 This will apply to both innings of the match.
Present tense is more direct.
25.5.3 This applies to both innings of the match.
25.5.4 If the side batting second is credited with runs in this way and this consequently takes their score past that of the side batting first then the match will be deemed to be won by the side batting second.
Yes, match results can be determined by this rule.

25.5.5 Both teams are warned that match results can be overturned because of this rule.

25.5.5 All penalties in this regard will be imposed immediately the ball first becomes dead after the scheduled or re-scheduled end time for the innings.
The umpire should check the scores after each innings and advise captains at that point.
25.5.4 All penalty runs added will be confirmed by the umpire with the scorers at the end of each innings.

25.5.6 If the innings is terminated before the scheduled or re-scheduled cut-off time, no over-rate penalty will apply.
This is a get out clause which will be of use to many sides from time to time.
25.5.11 If the innings ends before the scheduled or new innings end time, no over-rate penalty will apply.

25.5.7 If the innings is interrupted, the over-rate penalty will apply based on the re-scheduled cessation time for that innings.
This might happen if there’s rain.

25.5.7 If the innings is interrupted, the over-rate penalty will apply based on the new innings end time for that innings. See Regulations 26.6 and 26.15 to 26.26

25.5.8 The Umpire will inform the fielding team Captain when taking the field for the first time and on every subsequent occasion if play is interrupted by the weather, the scheduled cessation time for that innings.

Practical but fairly rare, I expect.
25.5.8 After each weather interruption the Umpire will inform the fielding team Captain of the new innings end time for that innings.

25.5.9 The Umpire at the bowler’s end will inform the fielding Captain, the batsman and their fellow Umpire of any time allowances as and when they arise. (This matter will not be subject to retrospective negotiation).
This is meant to allow the umpire to give a bit of sensible grace for time issues like injuries, lost balls, dogs running on the field etc.
25.5.6 The Umpire(s) will inform the fielding captain and the batsmen of any time allowances as they arise for injuries, lost balls, or other interruptions. Batting sides should be aware of Playing Regulation 30.

25.5.10 In addition, in all reduced overs matches, the fielding team will be given one over’s leeway.
This is confusing and probably unnecessary. In a rain interrupted match there will be an extra over allowed to avoid the run penalty.
25.5.10 NIL
25.5.11 Over-rate penalties apply only to innings of 10 overs or more duration.

25.5.9 Over-rate penalties apply only to innings of 10 overs or more duration. Please note Regulation 26.4
25.5.12 This is the only penalty for a slow over-rate.

E. Add a Supersub rule for Super 20 (Reg 23.5)

WHAT'S THIS ABOUT?

Adding a Supersub rule to Super 20 just like Reg 23.5 in Sunday 50.  

Supersub rule allows 12 players on each team to participate in a Super 20 match with nominated batter and bowler/fielder swapping at the innings break.

DISCUSSION

The Sunday 50 Supersub rule has been in use for several seasons now. 

Reasons in favour are mainly to allow extra participation from more players. In such a short game as 20-20 it is not anticipated that having an extra skilled bowler or batter in the lineup will greatly advantage any teams.

There is a slightly different Supersub rule in Over 40's competition which allows for a 12th batter in case of at least one batter retiring after reaching 50 runs. No change is proposed for that playing regulation.

23 REPLACEMENT PLAYERS
For Super 20 Matches

Preamble: Substitute fielders are defined in Law 24.1 (2017 Code). Eligibility to bat is defined in Law 25.1 (2017 Code). This “Super Sub Rule” applies only to the Sunday 50 over and Super 20 competitions.

23.1-4 NIL

“SUPERSUB”
23.5 Prior to the toss a twelfth player name may be added to the Team List.
23.5.1 On the Team list, team captains will identify:
23.5.2 one player of their twelve who be a batting only player
23.5.3 one player of their twelve who be a bowling only player
23.5.4 These players will be swapped at the innings break. The order of replacement is determined by the innings order.
23.5.5 Only in case of injury or other unavoidable circumstances, these players may be swapped at any point in the match. The umpire will be informed immediately or as soon as practical when such a replacement is made.
23.5.6 After replacement, the replaced player may not return to the match except as a substitute fielder.
23.5.7 If the replaced player has already batted then the replacement player is not permitted to bat.
23.5.8 If the replaced player has already bowled all permitted overs under Playing Regulation 27 then the replacement player is not permitted to bowl.
23.5.9 Teams are also permitted to name and play eleven players in the normal way.

F. Revise Slash Replacements Rules for 2 Dayers  (Reg 23.1)

WHAT'S THIS ABOUT?

Late on day 1 of a 2 dayer, a day 1 only (to be replaced player) is batting and faces the last ball of the day and scores a single. Next week he is to be replaced by a player named on the team list (in the correct fashion).

Which player puts on the pads and faces up to the first ball next week? 

The actual replacement player named on the team list or any other batter who has not yet batted?

 

Also if the last over is being bowled by a day 1 only (to be replaced player) and there is a bad light call or a wicket falls part way through the over and stumps is called. Next week the bowler is to be replaced by a player named on the team list (in the correct fashion).

Which player completes the remainder of the over? 

The actual replacement player named on the team list or any other bowler other than the guy who bowled the previous over?

DISCUSSION

Bizarre as it sounds this actually does come up from time to time.

Regulations 23.1.5, 23.1.6 and 23.1.7 might benefit from some review to make clear that the day two replacement player is not obliged to continue the innings or the over of his day 1 replaced counterpart.

Also if the Day 1 replaced player is out then the Day 2 player will be out (he can bat in the second innings). (Common enough...)

Also if the Day 1 replaced player is suspended (throwing, running on the wicket or intimidatory bowling etc) then the Day 2 replacement player is also suspended.  (Very very rare...)

These come up rarely but need an explicit line added to deal with it.

OLD REGULATION PROPOSED NEW WORDING
23.1.5 If the Day One Replaced player is out then the Day Two Replacement player is out in any continuing innings. 23.1.5 If the Day One Replaced player is out in any continuing innings then the Day Two Replacement player is also out.

23.1.6 If the Day One Replaced player is suspended from bowling in any continuing innings then the Day Two Replacement player is also suspended from bowling.
23.1.6 If the Day One Replaced player has bowled or is bowling in a continuing innings then the Day Two Replacement player can continue bowling. 23.1.7 If the Day One Replaced player is part way through an over in a continuing innings at stumps on Day One then the over may be completed by any member of the fielding team except the one who bowled the immediately previous over.

23.1.8 If the Day One Replaced player is not out in a continuing innings at stumps on Day One then the batting can be resumed by any member of the batting team who is not out and subject to Law 25.4 (Batter Retiring).
23.1.7 A Day Two Replacement player may continue batting or bowling in any unfinished innings or keep wickets and field as if named in the initial 11 players. 23.1.9 A Day Two Replacement player may continue batting or bowling in any unfinished innings or keep wickets or field as if named in the initial 11 players.
